This quotation is a recollection by a former employee regarding the speech made by the manager of Emami Biotech Jatropha Plantation Company hereafter Emami Biotech during the public engagement session with the local communities and officials in Miesso District, West Hararghe Zone of Oromia National Regional State, Ethiopia. Emami Biotech was one of the 52 biofuel companies that secured a license between and to invest in large-scale Jatropha plantations in the country. These companies acquired more than , ha of land for biofuel investments through large-scale plantation and out-grower schemes. The large-scale agricultural investments, including biofuels, are expected to contribute to this national strategy MoARD In less than a decade, however, almost all the biofuel companies that were licensed and that acquired land for Jatropha plantation have failed in their operations, and most of them, including Emami Biotech, completely abandoned their investments. The study concluded that the biofuel investments failed to fulfill all the promises made prior to land acquisition and investment, viz. In the same vein, we argue that the failure of the biofuel investments failure to fulfill their promises that could contribute to local and national development was a reflection of the general failure in land governance and development strategies of the country.

The growth of cities is one of the key features of our times. Today more than half of the world population lives in cities, and developing countries have sustained decades of rapid and sustained urbanisation. This course will explore a the key academic debates on the relationship between cities and development; b the key factors driving the growth of cities in developing countries, from colonial times to the present and c its implications for development. Central to their review will be attention to their disagreement on whether capitalism, development or lack of development is a useful entry point to understand the urban experience in the South. The course will then move to the study of key themes and surrounding debates at the interface of development studies and urban studies of urban life in the global South, such as: the provision of infrastructure and of key urban services such as transport and housing ; urban crime and violence; informal employment; migration and the city, climate change and the city. The course will also review the origins and merits of fashionable new visions of the urban such as "smart cities" and "world class" cities. Demonstrate an historical and critical understanding of debates about cities, urbanisation and development.
