Criticizing the usual view of American foreign policy as frequently inept, Meade suggests the twists and turns and seeming inconsistencies that characterize democratic foreign policy are actually very adaptive and consistent with long term American national interest.

These comparatively recent improvements in peace and security did not occur spontaneously. The end of the Cold War gave them a boost, but they were chiefly achieved by concerted investment in policies designed to prevent and mitigate warfare and terrorism. Sharp reductions in violent crime were also due in part to investments in smarter policing and prevention. But there is a darker side to the story. Some of them are experiencing endemic violence that exceed death rates in warfare.

Soon after it was published, a perspicacious review of R. But subsequent to the publication of UCW, the democratic peace proposition received an enormous amount of attention. The point of this chapter is that, especially in light of the subsequent level of interest in the democratic peace proposition, perhaps there are additional aspects of UCW that merit a more thorough consideration than they have received to date. I will highlight some of the theoretical notions and empirical implications to be found in UCW that are arguably especially undeserving of the absence of attention they have received. A special emphasis will be placed on the aspects of UCW that resonate with more current work, in complementary or competing ways. Rummel argues that it is a function of dispositions weighted by expectations, and also of personality weighted by perceived situations.

He spent his career studying data on collective violence and war with a view toward helping their resolution or elimination. Contrasting genocide , Rummel coined the term democide for murder by government such as the Stalinist purges and Mao Zedong 's Cultural Revolution. Rummel estimated the total number of people killed by all governments during the 20th century at million, and he estimated that million were killed by Communist regimes from to His figures for Communist regimes have been criticized for his methodology and for being higher than those given by most other scholars. Rummel was the author of twenty-four scholarly books, and published his major results in Understanding Conflict and War — He spent the next fifteen years refining the underlying theory and testing it empirically on new data, against the empirical results of others, and on case studies.
The debate within liberal peace studies on how to build peaceful societies has produced an important body of knowledge that is informing and shaping the governance of many countries in Africa and around the world. This article critically evaluates the assumptions and values of liberal peace on statebuilding by situating it within the current debate in peace studies, and focuses particularly on one of the key assumptions in liberal peace literature: that peace is necessarily the outcome of liberal democracy, market-based economic reforms and the formation of institutions associated with modern states.
