Is there any room for improving current behaviour of the government? These basic questions about the role of government are usually discussed using concepts like public goods, externalities and missing markets. Essentially these concepts extend the market concept to the role of the public sector accounting for the demand by individuals for specific non- marketed goods on the one hand and the supply of these goods by democracy and bureaucracy as well as public firms and organizations.

However, also the supply of these goods by a government is important. This supply process can be understood as a production unit taking production public decisions. So we will also focus on the role of production and decision-making within the government competition between political parties, voting rules, bureaucracy and their failures. We will therefore look at the effects of taxation on individual and firm behaviour, in particular for different types of taxes, such as labour, capital and environmental taxes.

Furthermore, we will pay attention to different theories concerning public debt and deficits, and the discussion concerning the fiscal criteria related to the Economic and Monetary Union in Europe. Another important task of the government is the provision of social security, but there is a lot of debate about the best way to do that. We will therefore discuss different types of Welfare States around the world, their main advantages and disadvantages, and briefly deal with the issue of financing pension schemes and population aging.

Finally, we will pay attention to the theory of fiscal federalism: how are the responsibilities for providing public goods and services shared between a supranational government like the European Union , national government the state and local government e.

Public sector economics contains a wide range of topics which are all related to the question what tasks in an economic system should be carried out by public institutions central government, provinces, municipalities, social security organisations and what tasks are to be left to the private sector.

In short, the functioning of the public sector in theory and practice is analysed. When should the government intervene? Which commodities and services should the government provide? Does this have to be done efficiently, or should the government mainly focus on a just income distribution?

Do taxes have to be low or should they be increased? Are budget deficits allowed or should they be avoided? Should the government run social security arrangements for the poor, sick and unemployed, or should private insurance companies take care of it?

As will be clear, economists give quite diverse answers to the - usually political - questions raised above. The nature of this course therefore implies a strong focus on institutional, spatial and historical aspects, e. Because of these political factors, Economics of the Public Sector is an area full of discussion where we can use a lot of the extensive instruments based on applied microeconomics, applied macroeconomics and institutional economics which gives us an interesting insight into the questions.

Aim The aim of the course is to apply economic analysis to the role of the state, both from a positive perspective describing the government, developing theories that predict how the economy will change or what the effects of different policies are and from a normative point of view evaluating alternative policies, weighing up the various benefits and costs in terms of efficiency and equity. We will use graphical analysis, basic mathematics and intuitive reasoning.

At the end of the course the student should be able to discuss and analyze the role of the government in modern societies from an economic perspective. Format There will be two meetings every week: a lecture on Monday and a tutorial on Thursday.

In the lecture, the theory will be dealt with. Students are expected to prepare the exercises, which will be made available on Workspace and discussed during the tutorials. Active participation is expected. These exersises are a good and necessary preparation for the exam. Apart from this, a paper has to be written. During the first meeting, couples will be formed.

Your paper will analyse a practical example of a market failure and how the government deals with that. The last 15 minutes of each tutorial are reserved for discussing the progress in writing the paper.

On Thursday April 26, you hand in four copies of the final version of your paper, two for the teachers and two for two other couples, who will discuss it during the week before the exam.
